Agencies must ensure that personnel undergo an appropriate employment screening, andwhere necessary hold an appropriate security clearance, according to the requirements in theAustralian Government Personnel Security Management Protocol before being granted accessto a system.

All system users must either:• hold a security clearance at least equal to the system classification• have been granted access in accordance with the requirements in this manual for limited higher access oremergency access.
